New FEMA flood maps are full of errors

In 2004, the Federal Emergency Management Agency began a $200 million/year flood map project using mapping technology (GIS/GPS) to identify areas susceptible to flooding. The goal was to mitigate future catastrophes like the flood in Iowa, which caused $10 billion of damage.

But critics, including civic leaders, developers and home owners in several states, have complained that the new maps are riddled with inaccuracies, seem arbitrarily drawn, and will stifle growth and hurt property values…Doug Boyer, whose home would be in the flood plain for the first time if FEMA’s Oakville map gains final approval, said it’s inexplicable why FEMA extended the flood plain border to the center of Main Street in the relatively flat town. “The east side is in the flood plain and the west side is fine — it’s odd that the water will stop at Main Street.” FEMA flood maps are full of errors, cities say

Property owners naturally have a vested interest in what the new maps say. Nevertheless, it’s easy to sympathize with Boyers wonderment at why the water would stop at Main Street. This seems like a good argument for the incorporation of user-generated content in the production of maps, or what’s called Volunteered Geographic Information, as in a forthcoming issue of Geomatica.

Good-bye to my Alaska boots

There are times when it’s better to say good-bye.

Many years ago, I made several trips to Alaska for the Quill project. I recall it being in November when I first visited Shungnak, along the Kobuk River, about 150 miles north of the Arctic Circle. It was beautiful weather, but cold, with temperatures in the afternoon below 0˚F, dropping to -20˚F or less than that overnight.

My hosts Bonnie and Hans were rightly concerned about my citified clothes, especially my ordinary hiking boots. They insisted that I needed Sorel winter boots. With fewer than 200 people, Shungnak had what you might generously call only one small general store, but it was no place to shop for fancy boots, or boots of any kind. Items like that have to wait on the infrequent air deliveries.

Amazingly, there was an available pair of boots, just for me. Hans and Bonnie had about 25 sled dogs, who slept outside in that cold climate. Hans would warm up huge pots of food for them. One time, he got a small burn hole in his boot. You can see the small innertube patch in the photo. The boots by then had become a bit worn in other ways, so he purchased a new pair, but kept the old ones around. Fortunately, we both wear size 14, so his boots fit me perfectly.

I was very appreciative of them, especially on a long sled dog ride, which is a story for another time. Since I had more villages to visit, Hans graciously gave me his old boots.

Later, in McGrath, I met some folks waiting for the small plane we’d be taking towards Juneau. They asked where I was from, and I told them Cambridge, Massachusetts. They looked me over. My clothes were getting a bit travel worn from village life and sleeping on floors. But they especially focused on my boots. Finally, one old man said,

“There’s no way you came from Cambridge, Massachusetts, looking like this!”

That bare nugget of a story then started to spread. Somehow, in pre-web Alaska, people would learn within hours all that was happening in the next village 100 miles away. As I traveled, I first found myself being asked whether I was that city guy dressing up to look Alaskan. Then, I dropped out of the story entirely, and I began to hear about “some guy” who wore worn and patched boots, just as if he kept a pack of sled dogs.

Unfortunately, I haven’t been back to Alaska for a long time. The boots have been moved from one closet to another. I’ve been thankful for them on cold days with heavy snow, but I never felt that my climate did them justice.

I reluctantly decided that it’s time to say good-bye. Maybe I can find some guy who spends his life out on the streets, who has feet as big as mine, and who could make much better use of them. So, this is just a little message to say thanks to Hans and Bonnie, and to the boots that kept me warm and will always be in my memories.

Elizabeth Peratrovich Day

Today, February 16, is Elizabeth Peratrovich Day. I learned about it from Bonnie and Hans, friends of nearly 30 years. They have a great blog, Bonnie & Hans’ Excellent Adventure, out of Grayling Alaska.

In a recent post, Elizabeth’s Day, they talk about Elizabeth Peratrovich the Anti-Discrimination Act of 1945, Alaska’s Civil Rights Day, and the film For the Rights of All: the Ending of Jim Crow in Alaska, a documentary about the work of Alaska Natives to end discrimination.

Patrick W. Berry’s course website Writing Technologies is designed to “explore historical and theoretical accounts of how writing technologies have shaped and continue to shape what and how we compose” and to write “using a variety of new and sometimes old technologies in order to explore the affordances and limitations of each.” It’s wonderful to see how the medium of the course illustrates the very principles it’s teaching.

In addition to excellent standard course resources, there’s a blog, with many interesting posts. One, of special interest to me, is “The Disappearance of Technology”: The Movie. Patrick writes:

After reading Chip Bruce and Maureen Hogan’s “The Disappearance of Technology: Toward an Ecological Model of Literacy,” our class created movie posters using Photoshop that attempted to capture a central theme of the reading.

The idea to do the posters and the subsequent realizations are excellent (be sure to try the slideshow option). I was impressed by the variety of responses and the creative use of photos, colors, graphics, fonts, and other visual elements. The posters show how re-mediating an idea can both bring out the meaning and add new meaning as well, with different posters bringing out different aspects of our relations with new technologies.

Keeping tabs

In The Public and its Problems, John Dewey (1927) talked about the need for a vibrant Public as a necessary condition for a healthy democracy. This meant the development of what’s been called a “critical, socially-engaged intelligence,” for citizens who respect each others’ diverse viewpoints, who inquire about their society, and are actively engaged in improving it. Doing this requires open diaolgue, the ability to speak without reprisals, and, it should go without saying, the confidence that one is not being hounded by agencies who operate in secret with little check on their behavior.

A colleague of mine recently showed me her copy of Jane Addams’s FBI file. It’s 188 pages of prying into the life of one of the greatest Americans. Hull House, which she co-founded (1889), was a settlement home for thousands of immigrants in Chicago, providing food, shelter, education, arts, English classes, and an introduction to particpatory democracy. It was the beginning of sociology, social work, and public health. The first little theater in America, the first playgrounds in Chicago, and so much more, came out of Addams’s lifetime of dedication to building a better world for all.

It’s true, Addams protested against World War I. For that she won the Nobel Peace Prize (1931), but also the attention of the Federal Bureau of Investigation, thanks in part to the machinations of J. Edgar Hoover. At least those files are finally public. You can judge for yourself whether our Nation was more secure because of that assault on personal liberty.

Another colleague pointed me to a court case in Canada related to the Canadian Security Intelligence Service’s (CSIS) file on Tommy Douglas. Douglas was premier of Saskatchewan from 1941 to 1960, and led in the development of a universal, publicly-funded single-payer health care system. The success there led eventually to the national Medicare plan in Canada. In part for that work, Douglas was selected as “The Greatest Canadian” of all time.

Now, CSIS argues in an affidavit filed in court last month that “Secrecy is intrinsic to security intelligence matters.” They say that full disclosure of Douglas’s file could endanger the lives of confidential informants.

Since the file is secret, we can’t know whether CSIS is correct in saying that it’s absolutely necessary to maintain secrecy on its operations. For that matter, how do we know that their reluctance isn’t based on covering up their own violations? Reading the file on Addams, I’d say that the only people who might want to hide it are those in the FBI. One thing we do know is that there’s no public basis for these security investigations–no violence, no plots, no attempts to undermine the government.

If the file on Douglas is anything like the one on Addams, we should all ask about the extent to which our security services really serve the public good. Why do we create dossiers on our great leaders, without any public evidence? Does security intelligence trump all other values? Does it help create a vibrant Public when secret agencies are given free rein to explore and document our lives, with little oversight on their own actions?

Don’t Throw It Away!

Our family has recently devoted considerable effort to weed out family memorabilia and to pass on, give away, or throw out once treasured knick-knacks, books, and pictures. There are many more boxes to go, all filled with possible treasures, but more likely, with white elephants that don’t fit into any of our current homes or lifestyles.

Some items would be useful for others who have real needs. Giving those away makes more sense than letting them occupy space in a closet or attic. Many old family photographs and letters could be digitized and discarded. Other items have lost their provenance: Did this vase come from Aunt Fanny or Granny? Does not knowing that diminish any remaining value?

As we strive to discard things, it may seem strange to talk about deliberate saving, but thoughtful preservation can actually help in the downsizing process. An excellent 2006 booklet from the University of Illinois at Chicago, written by Sandra Florand Young and revised by Douglas Bicknese and Julia Hendry talks about exactly that. Although it’s a manual for small organizations, the basic principles apply for families and individuals as well.

Documenting and Preserving Organizational History encourages organizations, both large and small, to save and organize their office and project records…It offers practical advice on providing security for records and setting up an in-house archives, as well as factors to consider should the organization want to deposit records in an institution…

Organizational records not only document the work of an organization, they tell the story of the community and its people, their successes and the issues that they believe to be important.

US halts airlift of Haiti quake victims

Many people have responded to the earthquake tragedy in Haiti with money, volunteer work, and basic sympathy and care. Nevertheless, it’s disturbing to see the ways in which we fall short. It’s hard for me to imagine that the recent suspension of medical evacuations would have occurred for a disaster in say, Canada or Europe.

The United States has suspended its medical evacuations of critically injured Haitian earthquake victims until a dispute over who will pay for their care is settled, military officials said Friday.

The military flights, usually C-130s carrying Haitians with spinal cord injuries, burns and other serious wounds, ended on Wednesday after Gov. Charlie Crist of Florida formally asked the federal government to shoulder some of the cost of the care.

Hospitals in Florida have treated more than 500 earthquake victims so far, the military said, including an infant who was pulled out of the rubble with a fractured skull and ribs…The suspension could be catastrophic for patients, said Dr. Barth A. Green, the co-founder of Project Medishare for Haiti…“People are dying in Haiti because they can’t get out.”

Banning books

The always controversial Texas State Board of Education added to its tragicomic history with a confusion over Martins:

Brown Bear, Brown Bear, Why Were You Banned?

Bill Martin is a philosophy professor at DePaul University who has written a book called Ethical Marxism: The Categorical Imperative of Liberation.

Bill Martin Jr., who died in 2004, was a children’s author who wrote Brown Bear, Brown Bear, What Do You See? The men are not related.

Last week, the two Martins were briefly fused into one persona by Pat Hardy, a member of the Texas State Board of Education, who moved that Bill Martin be removed from a suggested revision of the state’s third-grade social-studies curriculum. The Fort Worth Star-Telegram quoted Ms. Hardy as saying that his books for adults contain “very strong critiques of capitalism and the American system.” –Don Troop

The  issue might be simply amusing, except that the Texas State Board of Education decides what will be taught in Texas public schools. Because the Texas market drives what publishers sell in other states, it plays an extraordinary role in defining American public education.

Recently, the Board has considered reviving the reputation of Senator Joseph McCarthy, to portray him as an American hero. They also debate the Biblical underpinnings of the nation’s founding, the superiority of America, and its divine ordination.

Pat Hardy, is from my hometown of Fort Worth. Unlike many others on the Board, she’s actually an educator. Although she’s a conservative Republican, she’s been attacked in elections to the Board by social conservative groups, who criticize her insufficient support of creation science and lack of solidarity with the social conservative bloc on the board.

Much of the commentary on this incident has focused on its silliness, on the apparent confusion of such different authors and books. But for me, it raises some important questions about the Board, and by extension, American education:

  • What if Bill Martin Jr. (the children’s book author) had written a book on ethics? Would that be a bad thing? Would that justify banning his beloved book for children?
  • Must we agree with Bill Martin (the philosopher) about vegetarianism and animal rights in order to read his book? Is it wrong to read a book that critiques and extends Marxism?
  • Should the role of the Board, or the role for any of us as educators and citizens, be to weed out books with ideas we don’t accept (or perhaps, understand)?
  • Do we want students to grow up unquestioning, and safe from bad ideas only when we diligently purge them from their world?
  • Might we do better to “teach the controversy,” as Gerald Graff says, to open up the world of books, ideas, and learning, rather than to try to shut it down?

The content is now browsable by type, grade, learning objective, theme, and allotted time. Out-of-school resources for parents and afterschool providers have been consolidated into an easily accessible section.
